Jay Rosapepe is a Port Orchard City Council member, serving since 2018, and a long-time advocate for public education and community service. He previously served as an elected Director on the South Kitsap School District School Board from 2007 to 2011.

Jay brings extensive leadership experience from both public service and the private sector. Following a 20-year career in the U.S. Navy, where he held senior logistical and financial leadership roles including Director of the Manchester Fuel Depot and Supply Officer aboard two nuclear submarines, he continued his career in transportation and operations management. He served eight years as Director of Transportation Services for the South Kitsap School District and has more than 18 years of leadership experience in school and public transportation. His professional background also includes leadership roles with Mason Transit, Pierce Transit, Boeing, and Starbucks.

Jay has been actively involved in the South Kitsap community through organizations such as Kiwanis, South Kitsap Rotary, South Kitsap Helpline, Food Lifeline, the Port Orchard Chamber of Commerce, and the Port Orchard Bay Street Association. He has also supported numerous community and youth initiatives.

He holds a Bachelor of Science in Business and Finance (cum laude) from Mount St. Mary’s College and a Master’s Degree in Petroleum Management from the School of Engineering, University of Kansas. Jay and his wife, Susan, have lived in South Kitsap since 1993 and in Port Orchard since 2009.
