Determination of Nonsignificance (DNS) – COPO 2022 Comp Plan Amendments

he City is considering amendments to the Port Orchard Comprehensive Plan and has approved the following applications to be considered for annual amendments to the City’s Comprehensive Plan.  The applications will be processed concurrently as the City’s 2022 Comprehensive Plan amendment package. The City-Initiated Text Amendment Package includes: Capital Facilities Element.  Adopt the 2020 Amendment to the Water System Plan.

Parks Element.  Update the Parks Element and adopt the Parks, Recreation and Open Space Plan by reference.

Transportation Improvement Program (TIP).  Updates to the 6-year and 20-year TIP which generally includes prioritizing projects, adjusting budgets and the inclusion of a TIB-funded complete street grant project into the 6-year TIP. LEAD AGENCY:  City of Port Orchard SEPA OFFICIAL:   Nicholas Bond, Development Director, City of Port Orchard, 216 Prospect Street, Port Orchard, WA  98366 DETERMINATION:  The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). The decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. The proposal is a non-project action per WAC 197-11-774; however, all project-level improvements will be subject to individual environmental review at the time of their application. The DNS is issued pursuant to WAC 197-11-340(2)(a)(v); the lead agency will not act on this proposal for 15 days from the date of issue. DATE OF ISSUANCE:  April 11, 2022 COMMENT DEADLINE:  April 25, 2022 at 4:00pm Comments must be submitted no later than 4:30 p.m., on April 25, 2022, 14 days from the date of this notice. APPEAL: You may appeal this determination to the City of Port Orchard Clerk’s Office at 216 Prospect Street, Port Orchard, WA no later than May 9, 2022 at 4:30 pm in accordance with POMC 20.160.240(6)(b). Appeals shall be submitted in writing, and must include the content required in POMC 20.160.240(10), and applicable appeal fee, as established by resolution of the city council ($450).
