DETERMINATION OF NONSIGNIFICANCE (DNS) FOR ADOPTION OF AN ORDINANCE AMENDING SECTION 20.26.020 AND 20.132.060 OF THE PORT ORCHARD MUNICIPAL CODE RELATED TO DEVELOPMENT AGREEMENTS AND THE CITY SIGN CODE DESCRIPTION OF PROPOSAL:  The City is considering the adoption of an ordinance amending Port Orchard Municipal Code (POMC) 20.26.020 and 20.132.060 to include permanent signage as an eligible development standard for modification through a Development Agreement and Master Sign Plan. PROPONENT: City of Port Orchard LOCATION OF PROPOSAL:  Citywide LEAD AGENCY:  City of Port Orchard DETERMINATION:   The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project does not have a probable adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). Information on file for this proposed project is available to the public on request to the lead agency. This Determination of Non-Significance (DNS) is issued February 8, 2023 under WAC 197-11-340 and Port Orchard Municipal Code (POMC) Title 20. The lead agency will not act on this proposal for 14 days from the date of issue. Comments must be submitted no later than 4:30 p.m., on February 22, 2023, 14 days from the date of this notice. Appeal: You may appeal this determination to the City of Port Orchard Clerk’s Office at 216 Prospect Street, Port Orchard, WA no later than March 8, 2023 at 4:30 pm in accordance with POMC 20.160.240(6)(b).
