DESCRIPTION OF PROPOSAL:  The major modification of the preliminary subdivision of McCormick North Phase III comprised of approximately 51.04 acres resulting in 161 lots, open space, and associated improvements to accommodate detached houses through a phased development. The project includes street improvements, public internal roadways, on-site recreation space and drainage facilities. The preliminary subdivision proposes access via McCormick Village Parkway, formerly known as Campus Parkway. The site is designated Medium Density Residential in the City of Port Orchard Comprehensive Plan and designated Residential 3 (R3) on the City of Port Orchard Zoning Map. PROPONENT: Northcamp Property Investments LLC, Greg Krabbe, 805 Kirkland Ave, Suite 200, Kirkland, WA  98033 REPRESENTATIVE: Contour Engineering, PO Box 949, Gig Harbor WA 98335 LOCATION OF PROPOSAL:  No address assigned (APNs 052301-4-029-2002, 052301-4-013-2000, 042301-3-011-2005). Located approximately 1,500 feet north of the intersection of SW Old Clifton Road and McCormick Village Parkway (formerly known as Campus Parkway). LEAD AGENCY:  City of Port Orchard DETERMINATION:   The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project does not have a probable adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). Information on file for this proposed project is available to the public on request to the lead agency. This Determination of Non-Significance (DNS) is issued October 15, 2021 under WAC 197-11-340 and Port Orchard Municipal Code (POMC) Title 20. The lead agency will not act on this proposal for 14 days from the date of issue. Comments must be submitted no later than 4:30 p.m., on October 29, 2021, 14 days from the date of this notice. Appeal: You may appeal this determination to the City of Port Orchard Clerk’s Office at 216 Prospect Street, Port Orchard, WA no later than September 22, 2021 at 4:30 pm in accordance with POMC 20.160.240(6)(b). Appeals shall be submitted in writing, and must include the content required in POMC 20.160.240(10), and applicable appeal fee, as established by resolution of the city council ($450); Full appeal procedures can be reviewed under POMC 20.160.240.
