MITIGATED DETERMINATION OF NONSIGNIFICANCE (MDNS) FOR SEDGWICK COMMERCIAL COMPLEX

DESCRIPTION OF PROPOSAL:  Conditional Use Permit for the development of a drive-thru coffee shop within the Sedgwick Commercial Complex which is a mixed-use project with multi-family and commercial development. The development is proposed to include: 8,408 square feet (sf) of general commercial/retail, 48 units of 3-story multifamily residential housing, 8 units of multifamily residential over commercial, and a 2,000 sf coffee shop with drive-through and outdoor seating. The parcel is located in an area designated Commercial in the Comprehensive Plan and zoned Commercial Mixed Use (CMU). There are no critical areas identified on the site. PROPONENT:  Tom and Laurie Myers, PO Box 997, Port Orchard, WA 98366 REPRESENTATIVE: NL Olson & Associates, Inc., 2453 Bethel Ave, Port Orchard, WA 98366 LOCATION OF PROPOSAL:  Parcel 022301-4-039-2003; East of the intersection of Ramsey Rd SE and SE Sedgwick Rd LEAD AGENCY:  City of Port Orchard DETERMINATION:  The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment.  An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2(c)).  This decision was made after review of a completed environmental checklist and other information on file with the lead agency.  This information is available to the public on request.

Impact: Traffic – Increased traffic that will impact the intersection of Ramsey Rd SE and SE Sedgwick Rd has been identified as a potential impact of the proposed development. Mitigation: The project proponent shall install interim improvements at Sedgwick Rd & Ramsey Rd to mitigate for the sub-standard intersection Level of Service caused by the project. The project will sign Ramsey Rd approach as no southbound left-turn during the weekday peak periods. This will maintain City and WSDOT minimum LOS standards without unnecessarily restricting property access during periods of off-peak demand. Impact: Surface water – Existing surface water near the northeast corner of the site that drains east has been identified as a condition that is present on the site that could potentially be compounded with the addition of impervious surfaces on the site. Mitigation: Upstream and downstream drainage patterns for the development area will be evaluated in the drainage report that is required as part of the Land Disturbing Activity Permit and Storm Drainage Permit. Developer will be required to provide onsite stormwater facilities to mitigate for new and replaced impervious surfaces as outlined in the currently adopted stormwater manual.  This Mitigated Determination of Non-Significance (MDNS) is issued October 8, 2021 under WAC 197-11-350 the lead agency will not act on this proposal for 14 days from the date of issue. Comments must be submitted no later than 4:30 p.m., on October 22, 2021, 14 days from the date of this notice.
