MITIGATED DETERMINATION OF NONSIGNIFICANCE (MDNS) FOR
FIREWEED PRELIMINARY SUBDIVISION PROJECT
DESCRIPTION OF PROPOSAL: Subdivision of one existing tax parcel into 21 residential lots served by a new public road via Fireweed Street and Sherman Avenue. Associated improvements for the project site to be constructed include an internal public roadway, internal sidewalks, open space, all required wet and dry utilities, stormwater drainage facilities and frontage improvements to adjacent roads.. The project site is zoned residential 2 (R2). The size of the project site is approximately 4.19 acres.

LOCATION OF PROPOSAL: The Fireweed Preliminary Subdivision is located on one tax parcel addressed as 2414 Sherman Avenue, Port Orchard, WA 98366. The project site is located at the southwest corner of the intersection Fireweed Street and Sherman Avenue in the City of Port Orchard. Tax parcel number (APN) 022301-3-021-2005.
LEAD AGENCY: City of Port Orchard
SEPA DETERMINATION: The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project may have an adverse impact on the environment and mitigating conditions have been included with this determination to offset these impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c)), provided the SEPA conditions listed below are used to mitigate potential adverse impacts, Information on file for this proposed project is available to the public on requests to the lead agency.
SEPA CONDITIONS: The SEPA Environmental Checklist and associated appendices and responses to requests for additional information comprise the City of Port Orchard’s record. Pursuant to Port Orchard Municipal Code Title 20, the City relies on the SEPA Environmental Checklist in conditioning project approval.
Impact:
An increase in vehicular and pedestrian traffic, the ability to create safe walking routes to the nearest arterial roadway (Sidney Avenue), and the safety associated with it along Fireweed Street, a local street primarily serving single family development as described in the traffic impact analysis for the proposal, is identified as a potential impact of the proposed development.
Project Mitigation:
The applicant shall create a continuous pedestrian connection between the project site and Sidney Avenue consistent with the City of Port Orchard Public Works Standards and Specifications. The pedestrian connection shall be constructed within the Fireweed Street right-of-way from the project site to a point approximately 275 feet west of the northwest property corner terminating at an ADA compliant crossing at the intersection of Sidney Avenue and Fireweed Street to adequately mitigate the increase in pedestrian activity created from the proposal.
This Mitigated Determination of Nonsignificance (MDNS) is issued pursuant to WAC 197-11-350 and POMC Title 20. The City of Port Orchard will not act on this proposal for fourteen (14) days from the issue date below.
Comments must be submitted no later than 4:30 p.m. May 26, 2023 to the City’s Responsible Official.
Appeal: You may appeal this determination to the City of Port Orchard Clerk’s Office at 216 Prospect Street, Port Orchard, WA no later than June 9, 2023 at 4:30pm in accordance with POMC 20.160.240(6)(b). Appeals shall be submitted in writing, and must include the content required in POMC 20.160.240(10), and applicable appeal fee, as established by resolution of the city council; full appeal procedures can be reviewed under POMC 20.160.240.
