Description of Proposed Project: A Development Agreement related to the development and dedication of certain public property for future right-of way related to a portion of the Bethel Phase 4 Project near the intersection of Salmonberry Road and Bethel Avenue and traffic impact fee credits associated with a multifamily project located along SE Salmonberry Rd, approximately three hundred sixty-six (366) feet east of the intersection of Bethel Road SE and SE Salmonberry Road. Preliminary State Environmental Policy Act (SEPA) Determination: The SEPA Official for the City of Port Orchard issued a SEPA Determination of Nonsignificance for the project on January 6, 2023. Other Applicable Codes Which May Require Additional Project Review / Permits:  Additional permitting and/or review may be required under POMC Title 20. Public Comment Period and Appeals:  Any interested person may comment on this application. The comment period will remain open for 14 days from the date of this Notice. The comment period starts August 19, 2024 and the deadline to submit comments is September 2, 2024 at 4:30 pm. Any interested person may request notification of any hearings or meetings and request a copy of the decision once made. Requests must be addressed to City of Port Orchard Permit Center, Attn: Planning Clerk, 216 Prospect Street, Port Orchard, WA 98366, 360-874-5533. A development agreement associated with a legislative approval, such as a comprehensive plan amendment, may be appealed in the same manner and within the same deadline as the legislative approval.

Examination of File and Staff Contact:  The application file may be examined at the DCD Permit Center, 720 Prospect Street, Port Orchard, WA 98366, by appointment between the hours of 8 AM and 4 PM, Monday through Friday, except holidays. To schedule an appointment please call 360-874-5533 and indicate the Permit Number and Project Name for the file you would like to examine. Review Authority:  A Type V permit requires an open record hearing before the City of Port Orchard City Council. A hearing date is not set at this time. Once determined, Notice of this hearing will be provided to the applicant, surrounding property owners within 300’ of the subject site, and interested parties at least 14 days prior to the Hearing.
