NOTICE OF APPLICATION (NOA) with OPTIONAL SEPA DETERMINATION OF NONSIGNIFICANCE (DNS)

This is a public notice of a development proposal that may interest you. You have the right to comment on this application, receive notice, request a copy of the decision once made and appeal the project decision. Project: Port Orchard Bethel Lincoln Roundabout. Location: Right-of-way at the intersection of Bethel Rd SE/SE Lundberg Rd and SE Lundberg Rd/Mitchell Rd SE, as well as impacts to portions of adjacent city-owned parcels 4625-000-003-0103 and 4625-000-004-0003. Permit Applications: Major Land Disturbing Activity PW23-039, Storm Drainage Permit PW23-040. Description of Proposal: Construction of two roundabouts at the intersection of Bethel Rd SE & Lincoln Ave SE and the intersection of Lincoln Ave SE & Mitchell Rd. Applicant: City of Port Orchard, Public Works, 216 Prospect St, Port Orchard, WA 98366. Date of Application: May 19, 2023 and October 23, 2023. Date of Technical Completeness: October 24, 2023. Date of Notice of Application: October 26, 2023. Lead Agency: City of Port Orchard. Environmental Review: The City of Port Orchard has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used, consistent with POMC 20.160. This may be your only opportunity to comment on the environmental impacts of the proposed project.  The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request. Required Permits: The following local, state, and federal permits/approvals are needed for the proposed project: SEPA Determination, Land Disturbing Activity Permit, Storm Drainage Permit, Army Corps of Engineers Permit, NEPA. Required Studies: No additional studies required at this time. Existing Environmental Documents: Biological Assessment, Mitigation Report, Cultural Resources Report, Storm Drainage Report. Preliminary Determination of the Development Regulations that will be used for project mitigation and consistency: Port Orchard Municipal Code Title 20. Any interested person may comment on this application. The comment period will remain open for 21 days. The deadline to submit comments is November 16, 2023 at 4:30pm. Any interested person may request notification of any hearings or meetings and request a copy of the decision once made.
