This is a public notice of a development proposal that may interest you. You have the right to comment on this application, receive notice, request a copy of the decision once made and appeal the project decision. Date of Issuance: July 15, 2024. File Number: LU24-SH SDP-01, LU24-SH CUP-02, PW24-001. Project Name: Port Orchard Community Events Center, Orchard Plaza, and Shoreline Improvements. Type of Application: Type III. Assessor Parcel Number: 4650-011-001-0001, 262401-1-007-2008, and 262401-1-001-2004. Applicant: Andrew Bennett, PE, KPFF Consulting Engineers, 1601 5th Ave, Suite 1600, Seattle, WA 98101. Date of Application: January 8, 2024 and June 18, 2024. Location: Generally located at the northwest corner of the intersection of Frederick Ave and Bay Street addressed as 619 Bay St and 700 & 723 Sidney Parkway. Zoning District: DMU. Description of Request: Construction of 31,630 sf community events center, including redeveloping the shoreline for public access and development of Orchard Plaza. The location of the POCEC building is outside of required shoreline buffers in the High Intensity shoreline environment but is within 200’ of the shoreline, necessitating the SSDP. A portion of the deck along the waterfront extends over the water into the Aquatic shoreline environment necessitating the SCUP. Public Notice of Application was previously issued on February 19, 2024 for just the Shoreline Substantial Development Permit. This notice is hereby amended and re-issued to include the Shoreline Conditional Use Permit. Any public comments received in a timely manner under the original Notice of Application are on file and are included in the record for this project.  SEPA Determination: The project was considered as a Planned Action in the Downtown Port Orchard Sub-Area Plan and EIS. No additional SEPA review is required. Public Comment Period and Appeals: Any interested person may comment on this application. The comment period will remain open for 30 days. The deadline to submit comments is August 14, 2024 at 4:30pm. Any interested person may request notification of any hearings or meetings and request a copy of the decision once made.
