MITIGATED DETERMINATION OF NONSIGNIFICANCE (MDNS) FOR HIDDEN HILLS APARTMENTS (PW21-040)

DESCRIPTION OF PROPOSAL: A Land Disturbing Activity Permit (LDAP) application and subsequent building permits to construct a 116-unit apartment complex composed of nine apartment buildings, a clubhouse, and associated normal and expected site and frontage improvements on 12.21 acres. Additional off-site improvements will be constructed on Salmonberry Road. Other improvements will include water service and sanitary sewer service provided by West Sound Utility District, stormwater collection and conveyance, and other utilities such as telephone and power. The storm drainage collection and conveyance system for the project includes detention pond facility for water quantity mitigation and facilities for water quality enhancement. PROPONENT: James He, He Development, LLC, 4631 SE Bakken Court, Port Orchard, WA 98366 LOCATION OF PROPOSAL: The site is generally located on the south side of SE Salmonberry Road, between Bethel Road SE and Harris Road SE. The property is addressed as 1932 SE Salmonberry Road, Port Orchard, WA 98366 and consists of two separate tax parcels, 012301-3-125-2001, 012301-3-017-2002. LEAD AGENCY: City of Port Orchard SEPA DETERMINATION: The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project may have an adverse impact on the environment and mitigating conditions have been included with this determination to offset these impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c), provided the SEPA conditions listed below are used to mitigate potential adverse impacts. Information on file for this proposed project is available to the public on request to the lead agency. SEPA CONDITIONS: The SEPA Environmental Checklist and associated appendices and responses to requests for additional information comprise the City of Port Orchard’s record. Pursuant to Port Orchard Municipal Code Title 20, the City relies on the SEPA Environmental Checklist in conditioning project approval. Impact: The project is proposing an increase in peak hour trips that meets the threshold to require the project to construct improvements as listed below in Project Mitigation.

Project Mitigation: Construction of a modified three-quarter street section from the northwest corner of the project site along SE Salmonberry Road heading east to the western property line of parcel number 012301-3-032-2003. The modified three-quarter street section shall at a minimum consist of: 14-foot of pavement on the non-project (northern) half of SE Salmonberry Road, 11-foot drive lane on the project (southern) half of SE Salmonberry Road, 5-foot bike lane on the project (southern) half of SE Salmonberry Road exclusive of gutter, Curb and gutter per City of Port Orchard Standards on the project (southern) half of SE Salmonberry Road, 6-foot sidewalk on the project (southern) half of SE Salmonberry Road. This Mitigated Determination of Nonsignificance (MDNS) is issued pursuant to WAC 197-11-350 and POMC Title 20. The City of Port Orchard will not act on this proposal for fourteen (14) days from the issue date below.
