The City of Port Orchard has issued an MDNS that may be of interest to you. You are invited to comment on the MDNS for this project. File Name: Overlook Apartments Phase III File No.:  PW21-081, PW21-082, PW21-083 File Type: Major Land Disturbing Permit; Stormwater Drainage Permit; Capacity Reservation Certificate Project Description: Construction of a twenty-one (21) unit apartment building and associated infrastructure north of the approved Phase II apartments. Project Location: 3578 SE Orlando St, Nearest road intersection: SE Orlando St and Wendell Ave SE Project Applicant: Contour Engineering LLC, Jeremy Haug, PO Box 949, Gig Harbor, WA 98335 Comment due date: September 2, 2022

ENVIRONMENTAL REVIEW: The City of Port Orchard has reviewed the proposal for probable adverse environmental impacts and has issued a Mitigated Determination of Non-Significance (MDNS). The decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available electronically at or upon request by emailing Agencies, tribes, and the public are encouraged to review and comment on the proposed project and any probable environmental impacts. Comments must be received by 4:30pm on September 2, 2022. Written comments shall be mailed to: City of Port Orchard, 216 Prospect Street, Port Orchard, WA 98366, emailed comments shall be sent to with the project referenced in the subject line. Required Permits: SEPA Review, Major Land Disturbing Activity Permit (LDAP), Stormwater Drainage Permit (SDP), Capacity Reservation Certificate, National Pollutant Discharge Elimination System Permit Documents Used to Evaluate Proposal: Geotechnical Report, grading plans, Traffic Impact Analysis, Construction Stormwater Pollution Prevention Plan (SWPPP), Stormwater Site Plan, Stormwater Operations and Maintenance Manual and Pollution and Source Control Manual Preliminary determination of development regulations that will be used for project mitigation and consistency: POMC Title 12, 13, 20, Public Works Engineering Standards, WAC 197-11 Public Hearing: A Public Hearing will not be held for this phase of the project.
