DETERMINATION OF NONSIGNIFICANCE (DNS) CITY OF PORT ORCHARD 2023 COMPREHENSIVE PLAN AMENDMENTS
DESCRIPTION OF PROPOSAL: The City is considering an amendment to the Port Orchard Comprehensive Plan and has approved the following application to be considered as an annual amendment to the City’s Comprehensive Plan Map. The application will be processed as the City’s 2023 Comprehensive Plan amendment package. The City-Initiated Map Amendment Package includes: A Comprehensive Plan Map and Legislative Zoning Map amendment for the properties located along SE Meline Rd. The amendment would change the Comprehensive Plan future land use map designation of Commercial (COM) to Low Density Residential (LDR) and would change the zoning designation of Commercial Mixed Use (CMU) to Residential 1 (R1). An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). The decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. The proposal is a non-project action per WAC 197-11-774; however, all project-level improvements will be subject to individual environmental review at the time of their application. The DNS is issued pursuant to WAC 197-11-340(2)(a)(v); the lead agency will not act on this proposal for 15 days from the date of issue. DATE OF ISSUANCE: February 15, 2023 COMMENT DEADLINE: March 1, 2023 at 4:00pm Comments must be submitted no later than 4:30 p.m., on March 1, 2023, 14 days from the date of this notice. APPEAL: You may appeal this determination to the City of Port Orchard Clerk’s Office at 216 Prospect Street, Port Orchard, WA no later than March 15, 2023 at 4:30 pm in accordance with POMC 20.160.240(6)(b).
