DETERMINATION OF NONSIGNIFICANCE (DNS) 2025 COMPREHENSIVE PLAN AMENDMENTS
DESCRIPTION OF PROPOSAL: The City is considering amendments to the Port Orchard Comprehensive Plan and has approved the following applications to be considered as an annual amendment to the City’s Comprehensive Plan. The applications will be processed as the City’s 2025 Comprehensive Plan amendment package. The Amendment Package includes:
City-initiated amendments include the addition of the Sherman Avenue Stormwater Park Master Plan to Appendix B, updates to the Capital Facilities Element to reflect revised infrastructure projects and funding sources, and updates to the Transportation Improvement Program (TIP).
Applicant-initiated amendment proposes a revision to the Capital Facilities Element’s Water Expenditures Table to reflect corrected and updated costs. This amendment is aligned with the City’s own request to amend the same table.
Applicant-initiated proposal seeks to reclassify 13 parcels southwest of SW Old Clifton Road and Lloyd Parkway from Industrial to Medium-Density Residential (MDR) and rezone them from Light Industrial (LI) to Residential 3 (R3).

LEAD AGENCY: City of Port Orchard
DETERMINATION: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). The decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. The proposal is a non-project action per WAC 197-11-774; however, all project-level improvements will be subject to individual environmental review at the time of their application.
The DNS is issued pursuant to WAC 197-11-340(2)(a)(v); the lead agency will not act on this proposal for 15 days from the date of issue.

Comments must be submitted no later than 4:30 p.m., on April 24, 2025, 14 days from the date of this notice.
APPEAL: You may appeal this determination to the City of Port Orchard Clerk’s Office at 216 Prospect Street, Port Orchard, WA no later than May 8, 2025 at 4:30 pm in accordance with POMC 20.160.240(6)(b). Appeals shall be submitted in writing, and must include the content required in POMC 20.160.240(10), and applicable appeal fee, as established by resolution of the city council ($450);
