DETERMINATION OF NON-SIGNIFICANCE (DNS)

PROJECT: Amici House Conditional Use Permit

PERMIT APPLICATIONS: LU23-CUP-01, PW23-002. Location OF PROPOSAL: 902 Dekalb Street, Port Orchard, parcel number 4053-005-002-0005. DESCRIPTION OF PROPOSAL: establish a Congregate Living Facility with 22 sleeping units, 5 shared bathroom facilities, 2 resident director suites, one large shared kitchen, and two smaller shared kitchen spaces. “Congregate living facilities” means a building or part thereof that contains sleeping units where nontransient residents share bathroom or kitchen facilities, or both. Applicant: Amici House, Attn: Aaron Bates, P.O. Box 1681, Port Orchard, WA  98366. SEPA OFFICIAL: Nicholas Bond, Department of Community Development Director, 216 Prospect Street, Port Orchard, WA 98366 (360) 874-5533. DETERMINATION: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21 C.030(2)(c). The decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This Determination of Non-Significance (DNS) is issued March 10, 2023 under WAC 197-11-340 and POMC Title 20. The lead agency will not act on this proposal for 14 days from the date of issuance. Comments must be submitted no later than 4:30 p.m., on March 24, 2023, 14 days from the date of this notice. DATE OF ISSUANCE: March 10, 2023 APPEAL DEADLINE: March 24, 2023 at 4:30pm APPEAL PERIOD: Pursuant to RCW 43.21C, any person wishing to appeal this determination may file such an appeal within 14 days from the date of issuance. You should be prepared to make specific factual objections. There is a fee to appeal this determination.
