DETERMINATION OF NONSIGNIFICANCE (DNS)
FOR ADOPTION OF AN ORDINANCE AMENDING THE CITY OF PORT ORCHARD COMPREHENSIVE PLAN AS PART OF THE 2024 COMPREHENSIVE PLAN PERIODIC UPDATE.
DESCRIPTION OF PROPOSAL: The subject proposal is the 2024 periodic update to the City’s Comprehensive Plan, as required by the State Growth Management Act. The Comprehensive Plan addresses the City’s 20-year population and employment growth targets and provides guidance for the City’s growth and development through 2044. Each element of the Plan is being reviewed and amended to address and create consistency with regional goals and State legislation.

LOCATION OF PROPOSAL: Citywide (Non-project Action)
LEAD AGENCY: City of Port Orchard
DETERMINATION: The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project does not have a probable adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). Information on file for this proposed project is available to the public on request to the lead agency. The proposal is a non-project action per WAC 197-11-774; however, all project-level improvements will be subject to individual environmental review at the time of their application.
This Determination of Non-Significance (DNS) is issued September 24, 2024 under WAC 197-11-340 and Port Orchard Municipal Code (POMC) Title 20. The lead agency will not act on this proposal for 14 days from the date of issue.
Comments must be submitted no later than 4:30 p.m., on October 8, 2024, 14 days from the date of this notice.
Appeal: You may appeal this determination to the City of Port Orchard Clerk’s Office at 216 Prospect Street, Port Orchard, WA no later than October 22, 2024 at 4:30 pm in accordance with POMC 20.160.240(6)(c). Appeals shall be submitted in writing, and must include the content required in POMC 20.160.240(10), and applicable appeal fee, as established by resolution of the city council;
